Yes - it's possible to do. It's a little more complicated but it can be done. Before getting into the details, may I ask why you don't just want to use the GetParty command?

I want to be able to write a letter giving the user a choice of phrases to insert, and those phrases would include merged data.

Have you looked at the GetList command? The INPUT4 command simply stores answers to questions in memory and then allows you to put them anywhere you want in the document.

If you want to give the user a choice of phrases to insert, you really want to see the GetList command. There are quite a few examples in the Help file.

Please reply back and let me know if that works. I'm just trying to see why the INPUT4 command would be better than the Getlist in this specific situation.
