Customize Toolbar

Is there a way to customize the toolbar, as a system setting, not as an individual preference? For instance, I would like to add the Tools/Envelope command to the toolbar.
Not at this time but you should be able to use Ctrl-F3 as a shortcut. Also, you may open as many envelope windows as you like and you may also minimize them.
